560ae50656 Deduplicate accessing in different cases. 
Function duplication for delete-update and insert-update has been moved,
as everything available in insert or delete is available for update.

Silent some clippy warnings (#924) 
* allow(clippy::upper_case_acronyms) for rust enum entries that match
  SQLite constants.
* allow(clippy::needless_return) for collation_needed_callback until we
  find a way to propagate the error.

ceff6cb8b1 Extracted the preupdate_hook to a separate cargo feature. 
Moved hooks and preupdate_hook into their own modules inside hooks.rs
Also created an initial way to access the functions that are available
during the callback.

86199e1b78 Added an initial proposal for the preupdate hook. 
Created an initial proposal/direction for the preupdate hook. It is
heavily based on the update hook, with only minor modifications to that
code. This means that it entirely translate the original C API.
