sys/build.rs: LIBSQLITE3_FLAGS hook

Browse Source 
Enables compiling bundled sources with different flags.
Env variable name modeled after LIBSQLITE3_SYS_BUNDLING.
May want to println!("cargo:warning=...") instead of panicking.
